Under the Centrally sponsored Centrally Managed (CSCM) component of STT under PMKVY 3.0. A total of 200,000 targets are to be allocated to training providers under this component.

Under STT-CSCM PMKVY 3.0 for FY 20-21, the below mentioned broad routes for allocation of targets is considered:

Phase 1: Through Pradhan Mantri Kaushal Kendra (PMKK) Training Centers

Phase 2: Through Request for Proposal (RFP)

Next steps for each categories

Category A: Training centres which have reported more than 70% placement along with 1st month employment record received

The documents of these TCs are being processed for placement verification and post successful verification of documents the target allocation for these TCs may be processed.



Category B: Training centres which have reported more than 70% placement however 1st month employment record not received

These centres have not yet uploaded the placement documents of candidates as per reported performance based target re-allocation notice. These TCs have to upload the documents and same will be verified on a first come first serve basis. Post successful verification of documents the target allocation for these TCs may be processed.



Category C: Old Franchise training centres which have reported more than 70% placement along with 1st month employment record received

The documents of these TCs will be processed for placement verification and subsequent to successful verification NSDC will notify these franchise TCs to start their conversion process for TC type on SMART from franchise to TP owned centres to be eligible for target reallocation. Post successful conversion and verification of documents the target allocation for these TCs will be processed.



Category D: Old Franchise training centres which have reported more than 70% placement along with 1st month employment record not received

These centres have not yet uploaded the placement documents of candidates as per reported performance based target re-allocation notice. These TCs have to upload the documents and same will be verified on a rolling first come first serve basis. Subsequent to successful verification NSDC will notify these franchise TCs to start their conversion process for TC type on SMART from franchise to TP owned centres to be eligible for target reallocation.

Post successful conversion and verification of documents the target allocation for these TCs may be processed.



Category E: Training Centres not qualifying for performance based target reallocation

These training centres have to fulfil the deficiencies found as per PMKVY guidelines and target reallocation notices may be considered for reported performance based target reallocation in subsequent quarters.



Category F: PMKKs and Govt MOU Training Centres

These training centres will be processed for target allocation as per Target Allocation methodology for PMKK, ScPwD. other Gov. MoUs Route published in the notice dated 23rd May 2018 on the below link -

Target calculation methodology

The tentative targets are being calculated training centre wise as follows:

  • The number of job roles in which the training centre has ever conducted training as per SDMS are considered.
  • 2 concurrent batches per job role (60) in a cycle to a training centre is considered irrespective of their infrastructure capacity on SMART.
  • Targets are calculated for 2 cycles (6 months)
  • Thus, a total of maximum of 120 per job role to a training centre is used to calculate the tentative targets

As per above methodology, targets reflecting in target allocation tab of PMKVY website are tentative. Post successful verification of reported placement, the actual targets to be allocated to the training centre may vary on results from placement verification.
